What is Social Return on Investment and why is it so important?
Social Return On Investment (SROI) is an approach to creating more employment opportunities for people who are distanced from the labour market. The government uses its purchasing power to offer these people prospects for work, income and participation in society. When awarding contracts, government purchasers can encourage or oblige contractors to involve vulnerable groups in the labour market in the execution of the contract.
By applying Social Return On Investment, the central government ensures that an investment made within the government yields a concrete social profit in addition to the “normal” return. In this way, procurement and tendering contribute to the realisation of government policy, organisational objectives and the creation of social added value.
Many municipalities and provinces have included social conditions in their procurement policies and require contractors to fulfil a percentage of the contract sum through social return. But what is and what is not Social Return? To provide some clarity, various quality marks have been designated that can always be used (in whole or in part) for the SROI budget. So if a foundation or company is a member of this quality mark, you can use it partially or entirely to fill the SROI budget. These quality marks include: PSO, Social Enterprise, Impact Oost for impact makers in the east of the country and Code Sociaal Ondernemen (Social Entrepreneurship Code).
